SB19-204 (Story & Arndt/Bird) Public School Local Accountability Systems
Summary
The bill would create the Local Accountability System Grant Program in the Colorado Department of Education (CDE) to support local accountability systems that supplement the state accountability system. Local education providers can apply to the CDE for grant funding to implement a local accountability system. It would create a requirement for CDE to review and evaluate applications and to make recommendations to the State Board of Education concerning grant awards.
Position
The Children’s Campaign supports the bill. We know that several rural districts across the state are experiencing great outcomes as a result of the Student-Centered Accountability Project (S-CAP). Local accountability systems that serve as a complementary system to the larger state accountability system allow for communities to explore additional indicators, measures, processes and tools that focus on continuous improvement. Several consortiums around the country have seen tremendous success, especially around measures that incorporate social and emotional learning. This grant program would support and strengthen existing efforts that are working in Colorado communities.
