HB20-1131 (Titone & Caraveo/ Winter) Menstrual Hygiene Products In Schools Program

This bill would create a new grant program in the Department of Public Health and Environment (CDPHE) to allow public schools and districts to supply their students with menstrual hygiene products, at no cost. Also, this bill would require CDPHE to award grants to schools with the greatest need.


The Colorado Children’s Campaign supports this bill. If passed, HB-1131 would remove economic barriers for students accessing necessary health products at school, help address social stigma around menstrual hygiene and work to ensure period products are available to ALL students in middle, junior and high school regardless of gender identity.

Current Status

Passed out of the House Education Committee on a vote of 8-5 and now heads to the House Appropriations Committee. Our Policy Analyst, Sam Espinoza, testified in support.
