HB19-1004 (Roberts & Catlin/Donovan) Proposal for Affordable Health Coverage Option

This bill requires the department of Health Care Policy and Financing and the Division of Insurance to develop a proposal to create a public health insurance option for Colorado. It requires the Departments to engage in a stakeholder process to develop the proposal. After presenting the proposal to legislative committees before the 2020 session, it directs the Departments to begin implementing the proposal by submitting any necessary federal waivers or state plan amendments.


The Children’s Campaign supports developing a public health insurance option for Colorado. By providing a less expensive health insurance option, this plan could increase competition in the health insurance market (where 14 counties only have one health insurance carrier) and  reduce health insurance costs in an equitable way across the state. This  could improve coverage rates for Colorado children who live in high cost mountain areas.
