HB 17-1301 (Michaelson Jenet/ Fields & Holbert) No Withholding Student Transcripts for Library Fines
The bill removes authority from school districts to withhold student records, including transcripts or diplomas, for failure to pay any fines or fees from the school district. These fines include the replacement of textbooks, library resources or other school property.
The Colorado Children’s Campaign supports this bill. Under current law, documents that are critical for transferring schools or applying for higher education may be withheld from students who have, for example, lost a library book. All kids have the right to a free public education, and no student should be prevented from pursuing their education because of inability to pay.
Assigned to the House Education Committee where it is scheduled to be heard on Wednesday, April 12th upon adjournment in Room 112.
