CCCAP Supplemental Budget Request

The Joint Budget Committee (JBC) voted to approve a supplemental funding request of $7.25 million for the Colorado Child Care Assistance Program (CCCAP), as recommended by JBC staff, to mitigate the CCCAP waitlists. The supplemental funding includes cash funds and county matching funds, funds from TANF reserves, and reallocated federal funds.


This supplemental funding for CCCAP is a step toward addressing the need to expand access to CCCAP for more eligible families, but it is not sufficient. Currently, only 1 in 6 families who qualify for CCCAP assistance receive a subsidy. We know that access to quality early learning experiences supports children’s development and school readiness, and that stable child care allows parents to work and be economically secure.

Current Status

The JBC unanimously approved the staff-recommended supplemental funding request. The request is now included in the omnibus CDHS supplemental budget bill, HB18-1162, which passed both the House and the Senate and now awaits the governor’s signature. This represents an important first step in expanding access to child care subsidies and we are working to ensure this year’s budget includes new funding to respond to the growing demand for child care in our state.
